Constitution failing me - President

Ntungamo. President Museveni has said Parliament and restrictions in the Constitution have prevented him from achieving national development.


Mr Museveni said whereas the Constitution requires that he seeks MPs' approval before implementing projects such as roads and electricity, the subsequent lobbying to win over the legislators frustrates development.


Speaking during the passing out of more than 10,000 youth who trained in entrepreneurship at Kyamate Secondary School in Ntungamo District on Sunday, the President said where there has not been much development, it's because he had to plead with MPs.


"All the roads we are working on now are because in 2006, I threatened to go back to the bush. I was tired of begging all the time because the Constitution fails the President," Mr Museveni said. 
"This Constitution of 1995, distract the President, and I start begging and soliciting here and there every time; but then I was almost taking action and they feared that this old man may now bring danger and they allowed the roads budget to increase to what it is now."


The President asked the youth to back his national development plans and initiatives. 
Mr Museveni also mocked those jostling for political positions, saying they are wasting money on jobs where they will not derive wealth.


"One job for an MP and people come up in numbers, they sell their properties. Can I sell my cows to go into politics? Isn't that irrationality?"
