The acrimony in our missions abroad is reflective of Museveni's management style, the president thrives in intrigue, by creating and sustaining 

personnel feuds and inter-department conflicts.

In foreign missions, he sends his intelligence agents to an eye on the top diplomats, and homeboy cadres to run the embassy's finances. These accountants must be proven to be loyal, because they are used as conduits to channel looted funds to save deposits abroad!

So, the shock that these senior diplomats are expressing here is not new, nor baseless; that's what their appointing authority wants.
