Oh yes, it does matter a lot. It means something for us who are not into Ugandan party politics and from a democracy point of view, it is even more so, that we know what we are voting for.
Voters have their respective priority issues which they wish to see lifted on agenda. Just therefore, it is important that we identify those priority development issues on the ideology, policy or / and party programmes of our political party's.
It is hard for me to discern the FDCs Col Besigye's outstretched hand to the NRM and the rest of the political establishment. It appears very obscure.
But remote though it might be, I do not think it is an appeal to the voters.
That the FDC and Col Besigye may be restrained by the constrains of emminet weak parliamentary mandate that shall require coalition or cooperation over party borders, I do understand.
Still, from a voter perspective, it is very important to be aware of what to expect from the sea of slogans and rhetorics before voting!!.
What on the contrary surprises me is that the NRM or President Museveni has not come out to offer the NRM's perspective on Besigye's out play. And who would those NRM ministers in an FDC government be?
Yes, a government of national unity, a transition government, an interim government or which ever the eptiquette, IS AN ALIBI...., A JUSTIFICATION OF ELITE RECYCLING AND LACK OF SPINE TO STAND CLEAR ON ONE'S OWN CONVICTION. It is a failure and a set to lure the voters.
It ammounts to what we call "lurendrejeri" (cheating / fraud): cheating the voters!!!!!!
As for example as a Gulu man I don't like to hear about no fu'n "Government of natonal unity", "transition government" or "interim government" as if we were not in 2016 (((We now want to hear about the dust in Gulu town, lack of ammenities, factories / industries, communications, mandatory postal servises for all, libraries, public laundries etc)))!!!!!!
Uganda has been having interim / transition to the brim and over since pre-independece. Like I was saying even the NRM regime is a form of a transition from military rule!!
In fact, i dare say that the major part of political paralysis can clearly be attributed to just those coddling, and twiddling and audacity to elude and lure ((interim, government of national unity, transition government blah blah blah. It does not work in Africa yet)).
The impact is: Negative democracy development (democracy never gets rooted)!!!!!!!!!
If I vote for a party, it is because they represent my ideal and my expectations. I would feel let down and disrespected if I vote for a patry only to see that after the election, it is turned into some thing else than what it presented on the party policy programmes.
Put differently, if I vote for FDC it is because i am convinced I do not want to vote for another of the other parties.
In Gulu, now that we have some relatively better basic infrastructure developments in form of better roads and power supply, my expectations go up and the party I would vote would be one that comes with development programs deriving utility from those TO BOOST COMMERCE, CULTURE AND GENDER EQUALITY.
NOT NEW SCHOOLS OR /AND NEW HOSPITALS blah balh blah....Not this time!!

Notice change in KB 's language and that is how it should be. The language is WHEN we win the election and form the next government we SHALL l appoint a government of national unity. I personally do not like that idea but if that is what helps KB win, fine.
Interpretation, those wavering NRM voters should not fear because the world will not end when NRM is defeated.
Crowds are something in Ugandan elections. well they mean something because a candidates with the largest crowd/mob, name it normally carries the day. Now voters should stand up to crime preventers/NRM and any state goons. Literally the voters must put their ass on their line. Yes.

Even the NRM is itself a transition from military rule and in 2016 Uganda is going for more transition, more interim and more transition and more interim and more national unity of the very same disunity to disunite and loot before another transition comes?
Seriously though, NOTICE THAT THE SO CALLED NATIONAL UNITY OF INTERIM, TRANSITION GO WITH SEPARATE AGENDA. That is climbing a tree from the top.
If they are serious, why don't they first take up a common program and proceed from there so that Ugandan don't have to go through fake elections instead of a memorandum for interim national unity? And I wonder what durastion this transition government of national unity elapses?
Sure bro, we shalll always keep on hearing the same resonance regardless.

The Forum for Democratic Change (FDC) party will set up a government of national unity that could even include members of the ruling National Resistance Movement (NRM) if it wins the February 18 presidential election, its candidate, Dr Kizza Besigye, has said.
"Even if we win this election outright, we propose to have a government of national unity to include others because we believe that after the disastrous 30 years of NRM, there should be a transitional process that involves the participation of all political players," Dr Besigye said on the Lira-based Unity FM on Monday evening.
The government of national unity, he said, "will inherently include NRM because it is a political player." He said it is important "to include others and manage a transition … in terms of reforming the institutions, reforming the power system in the country so that we have a more stable system for our country."
Dr Besigye promised a special package for the whole of northern Uganda.
"Northern Uganda has not only suffered through war but also over marginalisation in government," he said, "(It) must be given affirmative action; we must provide special allocations to northern Uganda to bring it up to where the rest of the country is."
He singled out what he called "the threat of the numbers of widows and orphans that have been left behind by the situations that have happened in this region, especially the war and the attendant scourge of HIV/Aids", promising that his party has "provided special programmes and resources which will address the orphans and the widows that are now a major issue in different areas of northern Uganda."
Dr Besigye also promised to set up a truth telling and reconciliation commission "so that people know who did what and that there is justice and accountability as well as reconciliation… so that we dispose of our uncomfortable past. We feel that all authorities and individuals in this country should account as a basis for having a new beginning."
He said his agents had informed him that the ruling party campaigners had launched "a disinformation campaign" against him. He said his supporters were being told that should Dr Besigye win the coming election, there will be war; that he will stop the Born-again Christians from practicing their faith; that he will drive people of Rwandan origin out of the country; that he will not compensate the people of Lango who lost their cows and other things during war. The FDC presidential candidate, almost at each of the gatherings he addressed in Kole and Lira districts, denied all the accusations.
On denying the Born-again Christians from practicing their faith, for instance, Dr Besigye said: "I have spent all my life fighting for rights (and) I was among the people who wrote our Constitution that entrenched rights. So how can I turn around and play with the people's right to exercise their faith?"
He promised to increase the monthly pay for the elderly people from the current Shs25,000 to Shs60,000 beginning July 1.Who will take Lango?
Lango sub-region was traditionally anti-Museveni, partly because it is former president Milton Obote's birthplace and many in the sub-region took long to forgive Mr Museveni for starting war against Obote after the 1980 elections. But Mr Museveni has since made up with Obote's family members. The Lord's Resistance Army rebellion, which devastated parts of Lango sub-region, further alienated Lango from Mr Museveni.
