This is some of the information we hold on Major Sabbitti Mutengesa
but the Human Rights Documentation Centre in London has gathered far
more detailed information about the criminal history and career of
Mutengesa which will undoubtedly see him charged, alongside most of
the current and past NRA leaders, of the grave crimes and atrocities
committed in Northern and Eastern Uganda between 1986 and to date,
during Kayibanda Museveni's barbaric campaign of Genocide and Mass
Extermination that led to the murder or deaths of an estimated 2
million people. Mutengesa is likely to be charged with the following
offences, among others: War Crimes, Crimes Against Humanity, Cruel,
Inhuman and Unusual Punishment, including Torture, and Genocide (all
Crimes Against International Criminal Law triable by the ICC at the
Hague) ; Multiple Murders, Homicides, and Attempted Murders; Violent
Robberies, Burglaries, Arson and Organised Looting of Cattle and
Property; Slavery and Forced Enslavement; Sexual Slavery and Organised
Mass Rape of both Men and Women; Abduction, Kidnapping and False
Imprisonment of Unknown numbers of people, mainly peasants; Corruption
and Malversation of Public Funds, including organised theft of over $5
million in the "Ghost Soldiers" scandal; and Aggravated Hooliganism
and Vandalism, all these being crimes triable under domestic law in a
new and reconstituted Ugandan criminal justice system.
As can be seen from this account from a Political Blogger, Mutengesa
was heavily involved in the NRA war efforts and human rights abuses in
Northern Uganda and actively participated in the policy of mass
extermination and genocide. He is on record for admitting his role in
these gruesome events and even derives pleasure from them.
Mutengesa organised and pulled off one of the greatest HEISTS in
Uganda's criminal history when he and accomplices, including Major
General Kazini, succeeded in creating a pool of "GHOST SOLDIERS" in
the NRA militia army, which enabled them to swindle an estimated $5
million of public funds. As is often the case in all criminal or mafia
syndicates, where honour is a very rare commodity, Mutengesa fell out
with his boss Kazini over the sharing of the heist and disappeared
with the lot. This was a grave mistake on his part. Kazini was not a
man to be easily fooled or trifled with. He was a sadistic killer,
well known for his brutality, and his notoriety spread far and wide. A
professional Rwandan mercenary, he first worked as a hatchetman of the
Amin fascist regime and later on became a hired thug of terrorist
groups operating in West Nile and Southern Sudan after the brutal
dictator was overthrown. He was recruited by Kayibanda Museveni into
the NRA soon after he accomplished Rwandan takeover of Uganda and
quickly rose up in the ranks. Mutengesa went on the run for a while,
hoping for protection from Kayibanda Museveni himself, but soon
realised that even Kayibanda could not control Kazini, who had become
a law unto himself. Mutengesa therafter fled to exile to the UK,
where, bizarrely, he was given protection by the UK's lax asylum
system, even though he was running away from a government that he
supported and still supports. Mutengegesa however made sure that the
Heist of $5 million disappeared, never to be traced again, not even by
the British authorities upon a criminal complaint by a number of
concerned Ugandans, including myself
In exile in the UK, Mutenegesa then took on the name de guerre of
Lance Corporal Patrick Otto from Palabek, a name from an area and a
place that suffered the most gruesome massacres in the 20 year old
longevity of the policy of mass extermination. Mutengesa was and is
determined to let the Acholi people know about his military prowess
and barbarity and so he wears his signature name or alibi as a badge
of honour and constant warning to the Acholi people. But his signature
name is drenched in blood and will never hide his true identity nor
save him when he appears before the bar of justice because we are
going to charge him as Ssabitti Mutengesa, a Mass Murderer.
Living in mortal fear of Kazini and fearful of ever setting foot in
Uganda, Mutengesa became a prisoner of a macabre system that he
himself helped create and still supported. Using the name Patick Otto,
Mutengesa became a frequent supporter of Kayibanda Museveni, launching
constant internet defences of the crimes and atrocities the Rwandan
outlaw was committing against Ugandan citizens and neighbouring
countries on a daily basis. It is likely that Mutengesa was recruited
into the ESO, working to dirty tricks to monitor the internet ,which
has decidedly been against the corrupt and monstrous Kayibanda regime.
Mutengesa has been active in a programme of hacking of emails and
computers of people deemed or suspected of being opponents of the
Kayibanda regime, a criminal programmec that I have been a constant
victim of. Mutengegsa regularly sends deaths threats and is engaged in
organised internet vandalism and aggravated hooliganism.
In 2009, matters took a turn for the better for Major Mutengesa when
James Kazini was bludgeoned to death in a gang-land execution. Kazini
had become too powerful for the control freak Kayibanda and his
ill-discipline was beginning to affect morale in the militia army.
Kayibanda was also afraid that Kazini would break his vow of silence,
especially regarding the systematic looting and piunder of the DR
Congo, a crime for which the International Court of Justice found
Uganda culpable and ordered it to pay reparations of $10 billion, as
sum that has not yet been paid. Most of the proceeds of the Congo Loot
went to personal bank accounts of Kayibanda Museveni, and Kazini was
aware of some of them as he was the field Commander of the Congo
operations, alongside fellow Rwandan mercenary Kale Kayihura, Somalian
renegade Salim Ahmad Salah and Ugandan quisling and career criminal
Kahinda Otafirre.
Major Ssabitti Mutenegesa was suspected to be the organiser of the
gang-land execution of Kazini, on the orders of Kayibanda Museveni .
With Kazini dead, he would be free to return to Uganda and resume his
criminal career in the NRA. Kayibanda himself assured Mutengesa of his
security, but, ever careful about his personal safety, Mutengesa
refused to return to Uganda, until recently when he was spotted
hanging out in shopping malls, hotspots and sex dens of Kampala. He is
still very wary of the accomplices of Kazini, many of whom are aware
that the $5 million Heist is still "Missing" and has never been
traced. Criminals are like Elephans, they have very long memories, and
of f this, Mutengesa is well aware.
It is likely that Major Ssabitti Mutengesa has rejoined the NRA,
possibly working in the ISO and ESO or other associated death squad.
What is clear from my initial investigations is that Mutengesa has
clearly resumed offending and is an ACTIVE CRIMINAL as we speak.
