{UAH} UGANDA SHOULD HAVE ONE POLLING DAY JUST LIKE KENYA
Brothers and sisters, l remember well a debate in Constituent Assembly
whether presidential and parliamentary elections should be held on the
same day or not.
According to Eng. Winnie Byanyima representing Mbarara
Municipality,they should be held on the same day and it should be
entrenched in the constitution.
In addition to being cheaper, she knew that after loosing presidential
elections, the morale of the opposition may go low and they don't
participate in subsequent elections.
However what carried the day was to leave Uganda Electoral Commission
to determine whether to hold both elections on the same day or
separately
IN 1996 , AFTER LOOSING PRESIDENTIAL ELECTIONS DR. PAUL SSEMOGERERE
AND DR. MILTON OBOTE FOLLOWERS DECIDED TO BOYCOTT SUBSEQUENT ELECTIONS
, that is how Damiano Lubega lost Lubaga South and Ken Lukyamuzi came
in, John Kawanga lost Masaka Municipality and Shannon Kakungulu came,
etc...
But since 2006, presidential and parliamentary elections have been
held on the same day, and every body sees its merits.
In the Odoki Report, it recommended that general and local elections
should be separated so that local issues are not dominated by national
issues. In Ghana even multi partisim is not practiced in loal
governments.
But fr what we have seen today, we should copy Republic of Kenya where
all elections are held on the same day.
We should have a box for President, another for directly elected MP,
then a District Woman Mp, then a Regional Premier, then a Regional
Assembly Member, then a District Chairperson, then a District
Councillor both directly and woman, then a Municipal Mayor and
Councillor where applicable, and then a city division, municipal
division, town council, sub county chairperson and male and female
Councillors.
In Makindye Ssaabagabo Municipality, Wakiso District, especially,
Masajja Municipal Division, Masajja Ward, in Masajja Kibira Zone A
Polling Station a Masajja Primary School, and at Masajja Kibira Zone B
and at Masajja Ndikuttamadda, ten Masajja A at Kasaawe, Masajja at
Happy Tmes Play Ground, Masajja Kikajjo, Para Zone, Piida Zone and
Kalina Zone in Namasuba Ward, where l have passed through, the turn
out was very low.
It was the same with Gangu A, Gangu B and Gangu C up to Busaabala
landng site, In Busabala Wad.
In Ndejje Ward, it was the same.
Let's revisit polling days.
