{UAH} Under the Law - Why vote material reached late
WBK
Don't allow the information coming out of Uganda divert your research instinct? That is what these politicians want you to react to!
Instance: When Fagil Monday was appointed to head UNEB , UNEB computers failed completely. As soon as he was moved away from UNEB exams are coming on time. How did the computers fail simply because Fagil was present at UNEB?
Why should everyone avoid the question - why vote material failed to move from Kampala to Kampala. Forget about Dr. Badru Kiggundu a very innocent man. Being a civil engineer is not working in the data room or being in every place. I can assure you if you are made the chairman of EC you will fail at the word go – no matter what!
Lutimba has been writing about security - by not taking vote material where it is supposed to be that is the first instance of inciting the population into violence and causing insecurity!
Why are we no asking the Uganda Police Force to launch an investigation into what happened in Kampala and Wakiso – I hope we understand what we are discussing!
Now there is this DP thing. Today we are voting. Are we voting for the Lord Mayor on DP ticket , Go- forward or TDA-DP-FDC-Go-forward - WBK this confusion of the public is total and is creating a social psychology dynamics of its own. And the rumor mill is fascinating, everyone has his or her own version.
I can inform you if some people working for government and committed to their office and had an alternative many will resign. Many are being failed to work!
Do the common people really understand the Lord Mayors actions and the motive behind it - or they simply vote for him since he can hit on Executive Director Jennifer Musisi – that is the psychology of violence.
The patterns of criminal sociology are always the same and start with popularism!

Dan, EC gave a detailed explanation on why voting materials arrived late in Kampala and some parts of Wakiso. Voting was extended in time and also the following day. What else did you want the EC to do? There is a saying which I am very sure you know "okulinana enyanja si kurila" kampala and Wakiso being near EC headquarters does not necessarily mean they could have received all voting materials before upcountry voting stations. There is no need for a commission. To investigate what? What report do you expect better than what the EC has already explained? Mwagala kwonona sente zamuwi wamusolo.

Let us start from there by answering the question premised on the fact that under the laws of Uganda - why voters material reached late in total disregard of voters rights to vote.
NRM and EC should with immediate effect set up a commission to investigate how and why vote material reached late where it reached late. I guess there are people who signed on and have a contractuarl obligation to explain to Ugandans why they did what they did.
It rained only in Gulu and surrounding areas - so even nature could not defend those outside of Gulu area!
This alone will take away the burden from the independent electoral commission (IEC) to explain ballot stuffing rigging, etc.
I do strongly believe, the mechanications that resulted into several polling station closed with people not voting is neither the works of NRM , FDC, Go-Forward, UPC or DP but the LAW must absolve all partis involved in elections from this sin.
