These things you parade are not primarily relevant under the context circumstance. On the contray, if any thing, all those "potential criteria" work against her under the circumstance (Put differently, "just there fore she should not have said what she uttered and, still have not apologised!!!)

In effect, what you are saying don't mean a thing at best only secondarily. The jail is full of highly esteemed individuals (doctors, teachers..., name it) turned murderers Recall Dr Mengele?!?

That we have a situation of head-on political culture collision, I do understand.

To me, the issue here is societal ethical, moral and political value -goals. 

I tend to believe that most Ugandan are not striving for such values that she displays.

Kadaga has the experience, a home base and exposure more than that of
Oulanyah. The best would have Sam Kutesa but he is not in the race.
