{UAH} Institution Collapse, Government & Efficiency


Certainly there are issues in Uganda - but more of this structural chaos is generated by the ineptness of the government to use all possible means to cause efficiency.

Uganda is multicultural and there is no way there ever will be a national frame to harmonise these diverse and at times contradictory soci-cultures assembles. This can clearly be reflected in the job/labour and trade markets where tribal affiliation is so rampant in suggesting who is who in thoe circles!


If we realise this structure as a fundamental ingredient, all that we can do is expedite federal system of governance.

 

Similarly the government should not relax and should also make sure that those regions which are moving towards federalism do so in line with state aspirations. Implying these regions should be empowered to have development agendas towards human and capital development.

The government should allow Bunyoro Kitara to form a regional government, discuss with the Banyakigezi to have a similar arrangement in that region. The Buganda issue has evolved and Baganda are almost stable focused on the development of their region. Busoga too is moving in the same direction. Developments in Lango shows the same trend-

 

These regions can be the basis for future reference to a unique national political arrangement since they have the structures necessary to drive them towards a new array of social organisation.


It does also mean by 2021 instead of having competitive political arrangement based on one man one vote the regions will vote for their people to represent them in a national parliament.

 

That way we can discard a dangerous #eating politics# , politics of the self and futility of a nation state.
