RC numb with shock as Magufuli sacks her - News

Dar es Salaam. Shinyanga Regional Commissioner Anne Kilango-Malecela yesterday reacted with shock and disbelief upon learning that President John Magufuli had sacked her.

She was in her office when The Citizen called her minutes after she was sacked, wanting to know what really had gone wrong to the extent of pushing Dr Magufuli to sack her less than a month after she was sworn in.

Mrs Kilango-Malecela spoke briefly and asked to be given time to confirm the reports.

A brief conversation between Mrs Kilango-Malecela and our reporter went thus:

The Citizen: Today the President has nullified your appointment over your failure to identify ghost workers in your region. What was the problem?

Mrs Kilango-Malecela: Who gave you that information?

The Citizen: This has been announced by the President himself.

Mrs Kilango-Malecela: Did he call a press conference?

The Citizen: He made the announcement at State House when receiving a report on corruption.

Mrs Kilango-Malecela: If that is the case, I cannot talk anymore. You are the first person to give me this information. Thank you.

The former Same East MP was appointed by President Magufuli on March 13 and sworn in on March 15 along with 25 other RCs.

She becomes the first appointee of President Magufuli to be shown the door over performance issues.

President Magufuli said Mrs Kilango-Malecela failed to comply with his directive to RCs to identify and strike ghost workers off local authority records and directly report to him.

Mrs Kilango-Malecela was quoted by some newspapers saying that she had conducted a thorough search and concluded that there were no ghost workers in Shinyanga Region.

Yesterday, President Magufuli said he was surprised to hear the Shinyanga RC declaring there were no ghost workers in the region. He said he sent an investigation team to verify the authenticity of the reports.

"The team informed me that by Sunday they had identified 45 phantom workers in the region. I know that is not all. The 45 ghost workers have caused the government a Sh339.9 million loss," he said.

The President said he was puzzled why the RC told "lies" because he made it clear that nobody would be punished for reporting the actual number of ghost workers in their areas.

"I've asked myself several questions. I've repeatedly done so without any answers and I have regrettably decided to revoke the appointment of the Shinyanga RC. She will be assigned other duties," he said.

President Magufuli also sacked the Shinyanga Regional Administrative Secretary Abdul Dachi for failing to properly assist Mrs Kilango-Malecela.

"On the same grounds, I revoke the appointment of the Shinyanga RAS. It seems the RAS misled the RC, who, unfortunately, did not know that she was being deceived," he said.

President Magufuli launched a campaign to cut unnecessary expenditure soon after he took office last November.

He said yesterday that measures he was taking explained why his government had decided to increase funds for development projects to 40 per cent of the Budget in 2016/17 from 27 per cent in the current financial year.

"We plan to buy our own three passenger planes. We have plans to construct the Central Railway at standard gauge, buy a ship, construct roads in Kigoma and upgrade our hospitals," he said.

Yesterday, the President said some 5,507 ghost workers had been identified and removed from the government payroll. About 4,236 were being paid by local authorities while another 1,271 were identified in the central government.
