How do you know all children in Uganda village are vaccinated against polio? Are Local Governments, Schools and Medicare centres involved in this data collection? Yes or N -
If yes where is this data at local level for reference ( I can give evidence that not all children are immunised!)
BwanikaWith that data structure you will get to know a lot of things RDC , CAO and Town Clerks can't even provide.
But there are more interesting connection – UBOS will have no difficulty organizing national censuses as data follows in on a monthly basis.
UPA: If Kaihura so wants this data structure will help him in his law and order enforcement – since every month for example you have data from District showing population movement in and out of the county and sub county to village level.
It is really interesting if Museveni can concentrate and implement this small project – the cost must be met by respective entities as a mandatory development state project.
URA:Ms. Akol has been struggling with taxes – imagine if she can get data on how many traders are there in Luwero Nakaseke Trading centres or chicken breeders in Makindye !

It is simple to solve the mess - but we have our culture in the professional baggage. We will keep on trying but to not expect many changes.
Managing typically European institutions is partly an experience, commitment besides madness. That is why Jennifer Musisi made NRM lose Kampala vote!
In Uganda and generally Africa, we are too lax culturally. And people in power today few of them went through strict European discipline (Amin's Scottish military training) to be able to appreciate how European aligned institutions benefit all under the management regime we are talking about.
That is why even the justice system fails since in Africa culture kith and kin come first where in Europe such structure are not allowed.
Israel, France and Germany have put their former highest officials under their laws. In Africa it is only Zambia that has gone thus far so do not expect much to change!
Solve inefficiency once and for all – Health Care, Education, Local Governments
Data from those three sectors should be handled and kept separately by Uganda Bureau of statistics and Accounting General office who will be producing/generating hard copies for the archives on a monthly basis.
There are hand held DOS or mobile phones customised for data entry i.e. DHL DOS.
URA will have to create a special office to look into this data authenticity for taxing purposes.
Here is how it is done
a. All public and private health care facilities MUST be connected to this network either by mobile network or fast internet. These include among others pharmacies ad alternative medical facilities. They generate this data:
- Drug consumption
- Workers attendance
- In and out patients
- Food supply and consumption data on monthly basis
- Diseases incidence data
- Income data for patient in case of private health care facilities
- Inventory
- Budgets and monthly expenditure
- Produce disease maps under their area
b. All public and private schools MUST be connected to a national education network all primary, secondary, vocational and universities generate this type of data:
- Scholastic material
- Teachers /lecturers attendance
- Food supply and consumption data on monthly basis
- Registers Students / pupils
- Course distribution data
- Income data from students/pupils in case of private education facilities
- Inventory
- Budgets and monthly expenditure
c. All Local Governments MUST also be connected to a national Local Governments- every department must come with its own data sent to the database generated data on a monthly basis namely:
- Schools/pupils/students under their jurisdiction
- Teachers /lecturers attendance
- Health Care facilities /inventory/workers /in-out patients under their jurisdiction
- Birth and Death data
- Population data under their jurisdiction
- Housing under their jurisdiction
- Local Government workers data
- Trade and Agriculture data
- Local Markets
- Income data from house holds
- Wetland, farmland, forest acreage
- Tax revenue under their jurisdiction
- Access, Truck road network
- Budgets and monthly expenditure
- Liase with Umeme for electricity consumption
- Liase with NWSC for water consumption data
- Elderly people above 56 under their jurisdiction
