{UAH} ICC - Does it still wield the power it started with?

Should countries that violate the ICC Pact to which they appended their signatures continue being members, and what should be done to them?

Uganda's President Yoweri K. Museveni ( with a hat) welcoming the indicted Sudan's President Bashir recently. Uganda is a signatory to the ICC Accord.

What in your opinion does their body languages say?
