f                 standards and requirements (meeting international, domestic, etc.)   

f                 early warning system (sensitivity for changes in key conditions etc.)     

The analysis estimated each event according to

o   Probability of occurrence ( P 1 very unlikely – 5 highly likely)

o   Consequences if occurred (C 1 very minor – 5 highly severe, harmful)
