{UAH} Are ambulances in uganda manned by qualified paramedics who can save lives or are they mear transport vehicles"

Folks:

When people talk about ambulances in Uganda, what do those ambulance come with? Are they in the hands of qualified paramedics who can actually save lives or simply transport vehicles to deliver the sick to hospitals?

Suppose it is the latter, what is NRM trying to do to train those critical paramedics to improve care?

 I suspect ambulances in Uganda are driven by lay people without any basic training even in first Aid or I am plain wrong?
