That is your own fabrication about Pierre Elliot Trudeau. He never said what you just quoted. Trudeau famous quote was "When you are a rat and share the same border with an elephant, you have to be careful where you step" This was in reference to Canada sharing a border with the US a super power. US is the elephant while Canada is the rat. As far as Besigye goes, that is a man who has gone mad seeking to be recognized and by force. There are a few people who have succeeded in writing letters from prison and those letters were later published into books. Nelson Mandela was one of them. Mandela was a national hero and a global figure something Besigye is simply not. Besigye is not fighting for a national cause but power hunger. What he is doing by all accounts is criminal and he deserves to be where he is forever. First he needs to answer for crimes he committed in Luweero, second, the policies he wrote that has led Museveni to be in power this long. Besigye is responsible for drawing a permanent border between Northern Uganda and Southern Uganda even though,  Northerners themselves had killed their own Northern unity through poor and revengeful leadership. This is a region that had three leaders Obote, Amin and Okello and Okello. They destroyed all the three and yet they blame Museveni for being in power for 30 years.

The difference between Bantu and Nilotic is actually very simple, Bantu people can fight among themselves but they know how to resolve their internal problems, and do not run to other people for assistance with their mouth open like the Okello did. When they destroyed Obote II they ran to Museveni for help, and in return for their stupidity Museveni said "Kumanyoko" and has fed them with abusive words and insult. One day one hopes that Northerners will recognize their own weaknesses and stop blaming others for their failures to run Uganda politically. They need to learn something from the Bantu people especially the Baganda who have maintained their relationship with Museveni for 30 years and will continue to do so regardless of lowering the status of their Kabaka. Kabaka Mutebi has no power, as long as he is considered a Kabaka, Baganda have no problem with that. The Banyankole, Banyoro and  Bakiga may have issues with Museveni, but they will never let it bust open to the level of destroying their power base like the Nilotic did with Amin, Obote I, Obote  II and the Okello and Okello. Because of their bizarre  behavior there are five Ugandans in one since Museveni came to power in 1986. West Nile and Madi seem to be a lame part of Uganda, Lango and Acholi with their weak relationship are semi-detached from Uganda, Eastern Uganda is a weak link to the republic, Baganda have attached their Kingdom to NRA and the Banyoro, Bakiga and Banyankole and the center of all. For this reason Museveni is very confident to hand over power to his son. As such the NRA dream of being in charge of Uganda for 50 years and beyond is complete as a Muchwezi will hand over power to his son.

All this has happened, happening and will happen because of the weakness of Northern Uganda pure and simple.

Besigye wants to write letters from prison but I highly doubt that he will be allowed to do so. Prison was partly meant to make people forget about him but, as usual, he stubbornly doesn't want to accept it. He continues to be a 'stench' to the government. Well, as former Canadian PM, Pierre Trudeau once said:''Being a neighbor to Canada is every bit like sleeping next to a stinking moose. It is impossible, however nice the moose is, to ignore the stench.''Or words to that effect.
