{UAH} BUGANDA CAUCUS

Brothers and sisters, as Buganda Parliamentary Caucus convenes Monday, insha Allah, to elect leaders, among others, it should not just routinely choose, leaders, but it should have a strategic plan of action.
l covered a Buganda Parliamentary Group of NRC under the ten Ssaablangira Besuel Mulondo, who was Mityana CM and Damiano Lubega, Secretary, and one of the most active members was Dr. Higiro Semajege CM for Lwmeiyaga.
Then the C.A. Caucus under Kintu Musoke which also covered the 6th Parliament and had vocal members like Waswa Katumba Lule etc...Lt. Mulindwa Birimumaaso and Gen. David Sejusa and Hajjati Anifa Kawooya, were aso very vocal in the C.A. Buganda Caucus. So was Ssebaana Kizito, Umaru Migadde Lubuulwa, Prof. Apolo Nsibambi and Dr. Senteeza Kajubi.
l have heard many MPs declaring intentions to become Buganda Caucus Chairperson in the 10th Parliament but none has impressed me. Most of them are overwhelmingly ambitious, opportunistic, and some behave as covering up a double role.
l am well known that since C.A. days, l advocate for election of a Buganda Katikkiro and Lukiiko on universal adult suffrage and that was the position of a caucus of clan repesentatives member in Buganda Lukiiko although, he later changed position.
but l respect a legitimate position of many Baganda who say that any Kabaka';s subject regardless of tribe can be assume any office other than the office of Katikkiro. Even the 1995 Constitution as amended in 2005, put there  safeguards to ensure that a candidate for Katikkiro of Buganda, Katikkiro of Bunyoro, Katukiro of Busoga, Premier of Lango, Premier of Acholi, or any other regional government must belong to the indigenous communities of those areas prior to 1926 when boundaries of Uganda were last demarcated and must declare that he would pay allegiance to a traditional leader who is a titular head of that regional government.
Likewise, while l am proud of a Buganda naton which is not a tribe, and l am a proud Munnabuddu, resident in Mawogola and Makindye Ssaabagabo, l strongly believe that the Chairperson of a Buganda Parliamentary Caucus should have similar qualifications i.e. S/he should belong to the indigenous communities of Buganda prior 1926, e.g. Bannakyaddondwa, Bannabusiro, Abawokota, Abatambala, Bannagomba, BAnnabuddu, Bannwebra, Basese, Bakooki, Bavuma, Bakoome, Baluuli, Banyala, Balemeezi etc....Others especially immigrants and descendants of immigrants, may take over other positions like Secretary, Treasurer, Publicity and saza representative, but not the chairperson.
That's my view.
