One wonders who is to blame for poor English when its the same Ministry that is promoting local vernaculars to corrupt the much needed English.

A poor result in English has prompted first lady and minister for Education Janet Kataaha Museveni to urge tutors in Primary Teachers Colleges (PTCs) to emphasize English-speaking among students to improve performance.

English was the worst performed subject in the 2015 Grade III PTCs examination results she released on July 8 at the office of the prime minister.

"Good teachers are eloquent speakers. English language education must be improved not only because it is Uganda's official language but it is also a medium of instruction in schools and therefore the teachers' major delivery tool," Janet said.

She added that Grade III teachers are change agents and in order to lay a strong foundation for modernising the country, they must be adequately equipped with knowledge and skills.

According to results, candidates scored high percentage passes of over 80 in all subjects with the exception of Mathematics education and English language that averaged 75 per cent and 68 per cent respectively.

"These are key subjects in any education curriculum and something must be done to improve performance as we maintain the high percentage passes in others," Janet said.

For English language in particular, Janet said workshops, seminars and refresher courses must be organised urgently to help the tutors. Also, practices such as debates, competition in article-writing, reading magazines and novels will help students.

Out of the 10,612 candidates who sat the examinations, only two passed with distinctions, 4,508 had credits, and 1,459 had passes. About 4,406 candidates failed and 237 candidates were ungraded
