{UAH} Traffic officer who undressed FDC’s Fatuma dies

Enid Nalongo Kabamanye, Officer in Charge of Traffic at Mbarara Central Police Station, who reportedly undressed Forum for Democratic Change National Executive Committee member Naigaga Fatuma, is dead.

Kabamanye died on Saturday morning at Mbarara referral hospital, which she was earlier admitted with hypertension.

Journalists who have worked with Kabamanye describe her as the most hardworking officer in western region.

Kabamanye was last seen on duty at Agip Motel where a fatal accident occurred and claimed lives of three people from Rwampara, a few weeks back.

She collapsed on duty following a weeklong illness before being admitted.

A memorial mass was held for her at All Saints Church in Mbarara town.

Kabamanye who is survived by three children will be buried today in Bugamba village Rwampara county in Mbarara district.

Bad memories  

In October 2015, Kabamanye [RI] led a group of four female cops; two field force unit officers, one traffic officer and another in regular police uniform, who roughed up and undressed FDC official Fatuma.

They were overseen by a man in a black shirt, grey trousers and sandals, according to The Observer, pulling her legs, others her hands and others ripping her clothes off.

In the process, the cop who was pulling at her blouse tore it, leaving her in a bra.

The guys pulling the legs brought the trousers down to her knees, exposing her behind.

The female cops tried to dress her up, but a male officer, an assistant superintendent of police (ASP), ordered, "Let her undress, who cares? Nonsense! Lift."

In the process, Naigaga screamed.

"Why are you undressing me? You are ashaming me…next time it will be your sister…it will be your child being treated like this," she shouted at the cops.

Other reports it was Kabamanye who tried to dress up Fatuma.

"You are a woman, you are a woman, and you want to kill me," Naigaga yelled at Kabamanye.

In a low tone, Kabamanye said: "My sister, I want to dress you."

"Gasiya [rubbish]! You want to kill me and you are calling me your sister? Since when did I become your sister?" Fatuma screamed.

She later jumped off the truck but landed in the cops' hands.

She was bundled back on to the truck and tied with a rope under the seats. She was later driven off to Mbarara police station.

Police spokesman Fred Enanga later said in a statement that Fatuma had undressed herself.

"One Naigaga Fatuma undressed herself, [she] falsely claimed that security undressed her and insulted the police. She was arrested and later released with the rest of her colleagues and were instructed to go back to Kampala," Enanga said.
