{UAH} Besigye's speech in Gulu recently
HE. Dr. Wrn Kizza-Besigye's Address to the Media in Gulu Town.
We have come to Gulu to thank our people, update them on what is going on and what we plan to do.
We also want to forward our campaign for Change.
We have two side in this struggle. The M7 dictatorship who acquired power using the gun and is maintained in power by the gun.
Our side is that of those who want to get back our power.
In a directorship, all institutions serve the dictator. That is why we have a Museveni police, court etc
Our struggle is about liberating ourselves and the state institutions.
Fdc as a party is the leading organisation of the anti Dictatorship.
That is the struggle we came to advance. We have come to campaign for candidates who can take this struggle forward. Like Prossie Alanyo and Simon Tolit in Omoro.
The people of Gulu have over last 30 yrs resisted dictatorship very firmly and have paid a high price of resisting the dictatorship.
In all our manifestos we have stated that we will rebuild Northern Uganda and Acholi in particular. As we talk the region is attacked by new aggressors eg Nooding disease, Hipetisis B.
The sooner the dictator goes the sooner the rebuilding.
Mr. Museveni was here a few day ago. I saw him in the media saying that if u want to know that NRM has done something, touch the electricity wires. He talks about repairing the road, market. We r talking about 30 yrs!!! A generation.
In our language we say that a hunter who never kills an animal, when he kills a bird, he will make the whole village aware.
There are very poor health services, schools. The little we see, we must thank the Religious organisations and NGOs.
For all that, am very attached to Northern Uganda. We have struggled together. I have enjoyed tremendous support in this region.
ON LAND
Land is the beginning of wealth, its key in production. It doesn't expand, the population expands.
Control of land is control of people. It has been M7's agenda since he took over power. I was in the CA and we defeated it. It was brought thru the Proff. Ssempebwa Constitution Review Commission, it was defeated.
Even without amendments, there is a lot of illegal land grabbing. He now wants the legal channels to grab land. In the last campaign we distributed leaflets on land grabbing.
We proposed four thing
The suspension of giving Land Titles on disputed areas.
Two there should be a judicial inquiry in the land matters.
Three. Review the land under communal ownership which is under threat.
Lastly educate people about the land law and land markets.
The bill from Kyankwanzi has two dangerous items. Removing land from a private person to another person by force.
Two: taking people's land before they are paid.
Both are extremely dangerous especially if this law is implemented by distinguished land grabbers.
Hon. Nantaba warned the new minister of Lands that there is a Land grabbing racket of mafias in Govt.
World banker has given govt money to accelerate land registration. They say if one has his title, it is easy to acquire loans.
If u accelerate land registration when land law are bad, there is a problem.
We must first do the above four things.
I will struggle until the people get back their power. Until resources work for all without discrimination.
Giving up, is betraying those who died for this struggle.
