{UAH} ENTEBBE, WAKISO, NANSANA AND KIRA CITIES
Fellow countrymen and countrywomen, welcome back from Kabaka's 23rd
coronation at Kaabasanda in Butambala, and NRM Government retreat at
National Leadership Institute Kyankwanzi.
As l have stated it at BBS Telefaina Eyaffe this morning on my weekly
program every Monday from 8.00 to 9.00 am, l fully support a move to
ensure that the movement in power is involved in negotiation of
foreign borrowing deals. NRM secretariat should ensure that the
manifesto is fully implemented.
l however disagree with an attempt to amend the constitution to
enable government to compulsorily acquire land for investors. That is
uncalled for. The constitution caters for compulsory acquisition of
land for public interest, prior to payment of the owner after the
conclusion of the chief government valuer.
On bail out, l am in full support of strategic intervention. However,
where we have intervened, as government, or the state, we should
acquire or reacquire shares in companies we are bailing out. Some of
them government had shares there and sold them under a liberalization/
divestiture arrangement imposed on us by IMF and World Bank in 1991 and
the state lost some minimum control on means of production.
We should make a retreat to a Mixed economy we pursued after
independence and we may sell some of those share later on a stock
exchange, and preferably to Ugandans.
But we should also have a share for our small holders, bibanja holders
, especially on Buganda's former public land where they are being
chased by new land owners. A Land Fund under the constitution, should
be operationalized to enable bibanja holders to buy themselves off
since we are still depending on a peasant agriculture, where our
country has survived ever since the introduction of cotton, coffee and
other cash crops.
On Buganda EBYAFFE, as l did last time, l am hereby reemphasizing
that Buganda and other federalists should ensure that this time, in
this term, they realize a federal form of government for the whole of
Uganda. It was unwise for us to reject a Regional Government
arrangement got in 2005, which is applicable in Kenya, South Africa
and Great Britain. But now that in Africa, federalism is no longer a
Nigerian affair, but it has reached at least in words in other
countries like Ethiopia, the Sudan, South Sudan, DR Congo and Somalia,
we have a strong case. More especially now that East Africa Federation
is no longer a remote dream.
Lastly, l welcome a move by the 9th Parliament to have a new political
capital in Nakasongola, which is more central. Nakasongola Town
Council is 15,000 strong. There is also a move to have regional cities
in form of Jinja, Mbale, Gulu, Arua, Fort Portral, Mbarara and Masaka.
Apart from Mbarara which is 250,000 strong, most of the future
regional cities are less than 100,000 in terms of population.
Yet, another city, the President promised at Kyengera early this year,
is Wakiso, which is over two million people. But having one city for
the whole of Wakiso will be cheating just like demoting Kajjansi,
Katabi, Kyengera and Nangabo to a town council status other than a
municipality.
Like Cairo city which is made up of different governorates, at least,
every 500,000 should have their own city. Entebbe Municipality,
Makindye Ssaabagabo Municipality and future Katabi Municipality should
be Entebbe city. Entebbe was our political capital throughout the
colonial times.
Former Kyaddondo East which is 500,000, made up of Kira Municipality
and Nangabo Town Council which should have been a municipality, should
be another city.
Nansana Municipality which is about 400,000, should be another city.
Busiro East, which is 500,000, where Wakiso Sub County, Wakiso Town
Council and Mende Sub County were supposed to be a municipality, and
Nsangi Sub County was also to be a municipality other than Kyengera
Town Council as it is now, and the rest, should be another city.
Brothers and sisters, let's have sober minds in demanding for all
these EBYAFFE.
