{UAH} KAYIHURA and ALLEGED TORTURE

In the past week, I got several messages about the case filed against Mr Kayihura, the Uganda Police chief. My friends that support opposition parties were very excited about the case.  But my friends in NRM were concerned about it.  I told both sides that I did not think the case would get anywhere.  Which police officer would force Mr Kayihura to come to court? Which police officer would enforce any orders against him?
But then someone sent me a two weeks' old article in the New Vision, saying that several senior police officers had been charged with torture in relation to the various incidents captured on video where police was beating up people indiscriminately (I saw those videos on whatsapp).
That New Vision article got me thinking:  I think that charges can be filed against Mr Kayihura OUTSIDE Uganda in order to hold him accountable for police actions on Kampala streets. e.g Under international law, they can bring up their charges in countries like the US.  Since the DPP took over the case against Mr Kayihura, it means that the case is going to die.  That might be GOOD news for the victims...both current and "potential" victims that the police is going to beat up in the coming weeks.  The DPP's inaction will assist victims to show that Uganda could not hold Mr Kayihura accountable.  
Even if the current alleged victims have refused to testify against Mr Kayihura, if I were their lawyer, I would just be happy about that.  Who wants a hotile witness?  I'd just get a good camera that records the date and time (most latest phones do it) and give it to someone to sit outside Dr Besigye's house.  Soon or later, he will come out and the police will start beating up ppeople around him!
