{UAH} PETER MULIIRA SHOULD APOLOGIZE
ONE YEAR AG
As it is the case in Federal Republic of Nigeria where they have a
cabinet minister in charge of the federal capital, we all need a full
time minister in a full ministry of the capital city. But that does
not mean that Kampala citizens should be de-emphranchised.
The Lord Mayor Al Haji Ssaalongo Erias Lukwago and the Executive
Director Jennifer Musisi Ssemakula, should reconcile outside court,
preferably the Katikkiro of Buganda Charles Peter Mayiga can mediate,
arbitrate and conciliate.
NOW
If Buganda and other federalists package well, federalism as a form of
government for the whole of Uganda may be adopted not later than 2020.
If mistakes are repeated like in 2005 when a Regional Government was
agreed upon between federalists and unitarists, and it was never
operatioanalized, then we shall forget it all. It seems both sides
fear accountability that is why you don;t hear call for restoration of
Buganda, Busoga, Bunyoro,Acholi, Lango and other regional governments
which are accountable to people but you hear pressure for giving local
administration estates to institutions of traditional and cultural
leaders, which may not be bad, but a mix up of things.
In case federalism is realized be at a Uganda, remain the federal
capital, or Nakasongola, or both? For us, it is our right to have
Entebbe, Wakiso, Nabweru and Kira cities.
On Lord Mayor, despite the incumbent's short comings, it was wrong for
the Minister for Kampala to bring in again Peter Muliira, the
architect of KCCA Act to lecture to stake holders. Mulira was the
architect of KCCA Act which does not recognize separation of powers
and which may be unconstitutional. Instead of Muliira apologizing, he
wants us to jump from a frying pan to fire itself!
