{UAH} SALVA KIIR IN MULAGO?

People,

There has been a humongous traffic jam since around mid day around Mulago, Wandegeya and Kamwokya as Special Forces trucks have blocked some of the roads.

I thought president Museveni is attending the EAC summit in TZ. If he is not around and is therefore not visiting to check on the construction works in Mulago, then what is going on? Is Salva Kiir around and being treated at Mulago?
