I implore you to read the three articles in the Papers and Proceedings in the American Economic Review, May 2016, under the theme of Infrastructure and development.

They are:

1).  Nava Ashraf, Edward L. Glaeser, and Giacomo A.M. Ponzetto. Infrastructure , Incentives, and Institutions.

2). Michael Kreme and Jack Willis. Guns, Latrines and land reform: Dynamic Pigouvian  Taxation

3). Kenneth Lee, Edward Miguel, and Catherine Wolfram . Appliance ownership and aspirations among Electric-Grid and Home Solar Households in Rural Kenya.

If you only read one, read the first one to understand the challenges facing  Uganda's urban centres with respect to the last mile phenomenon.
