President Museveni has appointed Dr Diana Atwiine as the new Permanent Secretary, Ministry of Health.

Atwiine takes over from the rebellious and polarizing Dr Asuman Lukwago.

Dr Atwiine has in recent months ratcheted up pressure on Health Ministry officials to boost services to the people.

She has been serving as the head of State House Health Monitoring Unit that uses intelligence to crack down on drug theft in public health facilities.

Atwiine's rise comes high on the heels of an intense power struggle within the Health Ministry. Lukwago was accused of corruption, incompetence and arrogance.

At the time of Atwiine's appointment, Lukwago was not looking eye to eye with the new Health Minister Dr Jane Ruth Aceng.

Dr Aceng was until recently Director General of Health Services, a junior position to Lukwago's.

When Aceng was elevated to position of Minister; Lukwago reportedly refused to cooperate with her.

He also engaged in actions which intelligence believed were aimed at undermining Dr Aceng.

This compelled Museveni to kick him out of the ministry headquarters in Nakasero, pending further inquiries.

The removal of Lukwago from office will attract mixed reactions as the Health sector literally crumbled under his nose.

But more questions will be asked about Atwiine's ability to effectively run a sensitive ministry tasked with providing quality health services to millions of people given her lack of experience in public service and accounting.

It is understood Museveni could use Atwiine to effect radical changes in the ailing Ministry during his so-called Kisanja Hakuna Mchezo.
