{UAH} MARKET STALLS BE DISTRIBUTED FREE OF CHARGE TO STREET VENDORS

WAKISO CITIES A SOLUTION TO SOME OF KAMPALA PROBLEMS
Brothers and sisters, l thank the President for directing that Kampala
Urban Councils should have some powers of accountability including
procurement other than over centralizing everything at KCCA just like
1967 Republican Constitution had over centralized everything in the
imperial presidency.
The framers of 1995 Constitution made the people sovereign under
Article One, and under Article 178, decentralized some power to local
governments including Kampala and Urban Divisions although under
Chapter Two of the Constitution Kampala is directly under Central
Government.
We are waiting for the Vice President, to guide soon so that this is
operationalized sooner than later.
On fate of vendors, stalls in markets like USAFI at Katwe Kalittunsi
which was bought using tax payers' money and Wandegeya which was built
on a loan from Africa Development Bank, should be given to the street
vendors free of charge other than being sold by middle men and women.
Fortunately, the President directed that more markets be built in
other urban centers.
This should not stop in Kampala the political capital alone, but
should also extend to Kampala Metropolitan, especially Wakiso District
which the President promised a city status last February.
In order for it to be more meaningful, Makindye Ssaabgabo Municipality
which is almost 300,000, Busiro South which is 230,000 people, Entebbe
Municipality which is 100,000, should be made Entebbe City, which was
once, Uganda's political capital.
Busiro East, which is almost 600,000 should be made Wakiso City.
Nansana Municipality and Busiro North which is almost 600,000, be made
Nabweru City. Kira Municipality and Kasangati Town Council which is
almost 600,000 be made Kira city.
According to press reports, Wakiso District Chairperson, Matia Lwanga
Bwanika and MPs representing Wakiso only want one city for Wakiso
which is over two million people strong just like Jinja, Mbale,
Gulu,Arua, For Portal, Mbarara, Masaka, and even Nakasongola, are
going to be made cities when most of them are less that 100,000 people
expect Mbarara which is 250,000, and Nakasongola whioch is 15,000.
Let's collectively fight for four cities; Entebbe, Wakiso, Nabweru and
Kira surrounding Kampala the commercial and political capital, in
additional to other regional cities and Nakasongola a future political
capital.
