{UAH} NEKYON: voting and approving performance are mutually exclusive

one can vote against Obama but then approve of his performance.
one can sit out the elections but approve or disapprove of Obama's performance.  
one could be ineligible to vote in 2012 (because they were 17 years old...but became of age the next year and can now qualify to answer a question 
about his performance; one could be have been a convict that was not allowed but is now allowed to vote e.g the governor of 
Virginia and a strong Hillary, recently allowed ex-convicts to vote because most are black and are more likely to vote for Hillary), etc
