I think the word "poll" is confusing you.  It can refer to VOTING and it can refer to mere answering of QUESTIONS over the phone (giving your opinion). Opinion polling refers to calling RANDOM members of the public (less than ,2,0000) and asking them if they approve of the job Obama is doing at THAT particular point in time.i.e polls to gauge voter approval are NOT limited to people that voted in the elections. That is why the numbers keep changing. that is why the article claimed that Obama's job approval was at all time high...they had looked at the Washington Post poll that showed his job approval at 55%. That did not mean that Obama had suddenly gotten voted for by 55% of the voters! This kind of polling goes on every WEEK!
The other meaning of "polls" refers to actual voting.  That is very different from what I just described above. Voting involves millions of voters. This what Obama faced in Nov of 2008 and 2012.

I hope you notice that you are going to a different issue. We are not talking about VOTING.  We are talking about voter APPROVAL of Obama's performance.  Those are mutually exclusive. You can vote against Obama (not vote at all) but you can then approve his performance (or disapprove of his performance even if you voted for him).
