Mr. Benedicto Kiwanuka commented on an "open letter" addressed to him by a local newspaper which asked him to state categorically whether or not East African Federation was discussed.

Mr. Kiwanuka said that the purpose of the Conference, as would be clear from the White Paper which was to be published, was to consider how best to continue to run the existing common services of the East Africa High Commission after Tanganyika had achieved independence. This subject, he and other delegates had discussed.

"If anyone wishes to interpret that as a discussion on federation, they are at liberty to do so," said Mr. Kiwanuka, "but in fact the closer political union of the three territories formed no part of our talks."

"It has already been made abundantly clear by the Secretary of State for the Colonies," he added, "that federation was essentially a matter to be decided by the three [East] African Governments among themselves after they have achieved independence."
