CITY STATUS FOR WAKISO
TWO YEARS AGO
Forumists, according to results of national census, Wakiso District is
the most densely populated with over two million people. Our own
Makindye Ssaabagabo Sub County is 284,000 strong, which is cheated by
only being represented by one MP whereas under the constitution each
70,000 people in a county, municipality or city division should be
entitled to a representative. We should be having at least four MPs.
Even when we go back to 100,000 population per a representative as it
was the case under 1962 and 1967 constitutions, we should be having at
least two or three MPs.
It is an extension of Kampala after we lost Makindye Division to
Kampala city, yet we are still a rural sub county. We should be now
either a municipality or a group of at least two or three town
councils.
Kira Town Council is 313,761 strong with Nelson Mandela National
Stadium at Nambole, which should automatically be a municipality. It
would have been with four MPs but if you raise from 70,000 to 100,000,
at least three MPs.
Nansana Town Council is 144,441. It should be a municipality with two
MPs or at least one MP specifically for the town council.
Nangabo Sub County is 146,400, entitled to two MPs. Nabweru is
109,000. Busukuma is 37,890 and Gombe is 76,000.
That is the Kyaddondo District or Kyaddondo City that we are waiting for.
In Busiro, in addition to Entebbe Municipality, Nsangi Sub County is
197,991 equivalent to at least two MPs, Despite being urban, it is
rural not even a town council. It should be a municipality.
Either the constitution is amended and Kampala is administered jointly
by the central government and Buganda kingdom and Kampala City, which
is part of Kyaddondo County, is expanded to cover the whole of
Kyaddondo, sub counties like Makindye Ssaabagabo and Makindye Division
make a reunion to form a municipality, or another city is created out
of Kyaddondo.
We should not be condemned to rural status when we are urban and we
should not be demoted to sub counties and town councils when we are
potential municipalities. We should not be under represented in
parliament, regional assembly, and local government councils.
It is with that fundamental reason that l have decided to stand for a
parliamentary seat to represent Kyaddondo South (Makindye Ssabagabo)
in 2016, God willing.

As a result, the Ministry of Local Government and Wakiso District
Local Government agreed for Kira, Nansana , Makindye Sssabagabo,
Wakiso and Katabi municipalities and some town councils.
However, what the then Minister for Local Government Adolf Mwesige
tabled to parliament had only Kira, Nansana and Makindye Ssaabagabo.
Worse still Gombe and Busukuma sub counties which were rural under
would have made Kyaddondo North constituency, and cabinet had
separated them from Nansana Municipality, were selfishly made up of
the municipality and the people were denied a representative.
Wakiso , Nsangi and Katabi never featured at all except that
Kasangati, Kyengera, Katabi and Kajjansi were made town councils.
So usiro East which is over 500,000 is represented by one person.
Ansana Municipality which is almost 400,00 is represeted by one
person. Makindye Ssaabagabo whch is almost 300,000 is represented by
one person. Busiro South which is over 230,000 is represented by one
person.
Yet we have municipalities like Kisoro, Kotido, Kumi, Apac, Kitgum,
Koboko, that have less than 100,000 and are represented in parliament.
This is unfair. To crown it all, Ministry of local Government and
Wakiso District Chairperson Matia Lwanga Bwanika want Wakiso with its
over two million people, to have one city with, only one city woman
MP. Many of the new MPs are just enjoying prevelages and very green to
this struggle.
We should at least have four cities of Entebbe, Wakiso, Nabweru and
Kira if not, let's have four urban districts of Entebbe, Wakiso,
Nabweru and Kira and one rural district of Kakiri, which has rural sub
counties like Kakiri, Masuuliita and Namayumba.
