{UAH} WHAT IS A FORT?

I saw a posting on bombing a palace described as a cultural edifice and I now request the experts on this forum to define when a civilian structure becomes  a military one.

I have read somewhere that "any modern building becomes a fort when there are armed defenders inside it and firing from its convenience"

If true, should projectiles (bombs or bricks?) or missiles of any type (explosive, piercing, etc) begin flying out of a place of worship or of medical care, against another force outside, the innocence explodes along with those missiles or projectiles flying from within.

The rest is to see whether this definition fits what is on the ground in Kasese, where I have not been.
