{UAH} Is Trump sending out all of them

I do not fully understand Trump's directive.

Will green card holders, those temporally residence  and even those attached to World Vision, Google, Amazon, Universities, Boeing,  Facebook be sent out?

Can Uganda take in some of these researchers
