{UAH} I am saddened and shocked by the death of AIGP Andrew Felix Kaweesi.

I am saddened and shocked by the death of AIGP Andrew Felix Kaweesi. His death Is very shocking, the way it was carried out; the horror that it depicts is all very shocking, chilling and paralysing. Kaweesi was shot together with his bodyguard Erau Kenneth and driver Mambewa Godfrey.

I wish to convey my condolences to their families, relatives friends and colleagues.

I had come to interact with Felix Kaweesi on many occasion and although these occasions may not have been happy moments for me, I got to realise that I was dealing with a person with good qualities. So I am personally sad of what has happened and the way it happened.

Ugandans must, quite obviously, get to understand that we are dealing with a mafia state. In a mafia state, it's where organised crime interacts closely with those in authority, where there are criminal enterprises that are being conducted within the official systems of government.

Where that system exists, these kinds of executions are typical targeting those in the justice and law sector. Specifically, you will find judges being executives; police officers being executives; prosecutors being executed; and other people within the executive arm of government are also executed.

Many people have casually referred to a mafia within government, but clearly, it is now evident that there is a mafia state and this should worry all citizens. We must find a way of confronting it in a deliberate and decisive way because mafia states tend to get deeper into criminal control of the state. We need to sit back and reflect.

For instance, Gen. Henry Tumukunde was marvelling at how gangs can attack security officers whom they know are armed, kill them and, with confidence, make sure their targets are completely eliminated. That kind of confidence does not show that the assailants are casual killers or hired criminal with guns procured to kill. So the murder Mr. Kaweesi is another wake up call for the whole country to realise that we are deep trouble.

We need to seriously think, step back and reflect and see how to get out of this mess. The regime that is part of mafia state cannot get on its own. We need all to get together and regain our state institutions. Indeed, citizens must work together to defeat these mafia.

Lastly, I would like to obviously call on those who are charged with authority to do everything within their power to investigate this particular crime and not to shy away from calling for external assistance . Just days ago, there was a HRW report about the "Kasese Massacre" that called for an Independent inquiry.

An Independent inquiry is not hostile; it is only helpful to get external expertise of people who are purely neutral- people who can investigate even criminals within the security apparatus. The country needs an independent inquiry to unlock these mafia-type executions in the justice and law sector.

We invited The Scotland Yard to investigate the case of Andrew Kayira murder. We should accept to have an independent externally assisted inquiry to resolve all executions of high profile persons in Uganda.

On the person of Felix Kaweesi, I know he was intelligent. There are many people in the security organisations that I cannot say much about them. Kaweesi was bright; he was smart and could quickly understand and analyse situations.

Kaweesi had feelings; he was empathetic- you could see he was affected something he possibly felt was not fair or just. He was humane, just like Noble Mayombo: you could see he was entangled in a mafia state which eventually consumed him. Kaweesi was similar to Mayombo.

When you examine the nature of the assassination and the confidence it exuded by the assailants, the fearlessness with which they operate and the difficulty with which they can be traced-they act with impunity- one is inclined to think they have connections with the state.

We are in a collapsing state. We need to rethink many things that can lead us to rebuild from below; create new institutions; create different systems in the economy and service sector. We need to exam all the challenges we face in our country and find a lasting solution.

May the Souls of Andrew Felix Kaweesi, Erau Kenneth and Mambewa Godfrey Rest In Peace.
