{UAH} NAKIVUBO SHOULD BE ANOTHER NAMBOLEY

LORD MAYOR DOES A POSTMOTEM ON PARK YARD
Brothers and sisters, as we talk now, KCCA under chairmanship of Lord
Mayor Al Haji Ssaalongo Erias Lukwago passed a number of resolutions
stopping developments at Nakivubo War Memorial Stadium including its
park yard.
Some of the resolutions were sound and could hold some water, but they
were time bard as the status quo, as the bourgeoisie capitalist laws,
had changed. It is only a post mortem what in Luganda they call,
"Okukuba omulambo eddagala oba empiso."
Evictions whether lawful, legitimate or not is ever ugly. But now that
the dirst has settled, it is high time, efforts are made to ensure
that we get a second modern national sports stadium so that we can be
able also to host Africa cup of nations.
Similar stadiums should be put in place in areas like Muteesa ll
Memorial Stadium Wankulukuku, Kakindu Stadium in Jinja , Liberation
Square in Masaka , Mbarara, Mbale, Arua etc.. especially those towns
that are seeking a city status.
It is unfortunate, to borrow from Prof. Apolo Nsibambi, before he
joined government, that the state in Africa decayed. Such developments
should have been done by central, local or both governments. They
confused liberalization with privatization and the state became less
relevant.
At one time, the then Minister for Economic Monitoring, Maurice Kagimu
Kiwanuka, had a noble plan for Nakasero and Owino markets including
Nakivubo stadium but government did not have the resources.
But the dream has become true now that Parliament passed a
Public-Private partnership, that is what should be done at Nakivubo
between the board and management and Ham.
Ham should be commended for ensuring that the market vendors are
provided with shops in Ham Mall and stalls in Usafi and Wandegeya
markets but the number is bigger and mobile markets in and around
Kampala should be streamlined to accommodate the army of the
unemployed.
Now the board and management at Nakivubo should finalize negotiations
with Ham to ensure that a modern multi purpose facility is put in
place and they should listen to criticism by other stakeholders
including Lord Mayor and KCCA councilors while making a final deal.
The main beneficiaries should remain Kampala citizens and Ugandans in
general.
