According to intelligence (ISO) , the young AIGP Kaweesi was on bad terms with 4 notorious mafia groups that run the state deals of power and money ,
1. Fellow corrupt police bosses most of whom are military and run sophisticated criminal deals like corruption , armed robbery and land grabbing , if Kaweesi became the next IGP which Museveni was planning , Kaweesi would be a threat to Kayihura and the police mafia ,
2. Kampala tycoon land deals and property , Kaweesi held a central part as a police boss in interfering in these fraud tycoon deals yet he was not pragmatic in juggling mafia deals ,
3. The Bakonjo massacre on which Kaweesi was on the seen policing and blackmailing the Bakonjo , the Bakonjo historically are rebellious and revengious warriors who have had rebel groups ,
4. Battle for the post of IGP which Museveni was planning to remove Kayihura and replace him with Kaweesi.
It is because of these dirty details by ISO that security chief Henry Tumukunde and Kale Kayihura have blocked ISO from arming CID with the information collections to conclude an authentic report.
