The use of military fatigue by crime preventers in Kabale district has drawn uproar from residents. Crime preventers across the country are entitled to Khaki trousers, a shirt and cap.

 
However, in Kabale most crime preventers are seen donning military uniform and boots. According to the residents, the crime preventers use the uniforms to intimidate them.
 
 
Michael Bahemuka, the Kahama cell LC I chairperson in Ibumba Parish in Rwamucucu Sub County in Kabale District, says crime preventers donning military uniforms in his area has become the order of the day.
 
 
According to Bahemuka, the crime preventers threatened to beat him up when he tried to stop them from putting on military attire. He explains that some of the crime preventers illegally the military uniform from UPDF soldiers, especially deserters.
 
 
He faults top security officials especially Kabale District Police Commander and Resident District Commissioner for failing to stop the crime preventers from using military uniform.

Byamugisha is worried that unless something is done some of the crime preventers may connive with thieves and fuel insecurity in the district.

Darias Nandiinda, the Kabale Resident District Commissioner, says his office has received similar complaints against crime preventers.
 
Nandiinda faults the District Police Commander for failing to reprimand the crime preventers against using military attire.

Dickens Bindeeba, the Kabale District Police Commander feigned ignorance of the problem, saying he hasn't received any complaint. He however, promised to follow up the matter and find a lasting solution.
 
 
 
A crime preventer who spoke to URN on condition of anonymity, said some of them buy the military uniforms from UPDF soldiers while other the fatigue from second hand cloth dealers.
 
He explained that he is forced to put on the army uniform because they operate in the cold, adding that they will only stop donning the army uniform once their bosses provide them with sweaters and jackets.
