SV: {UAH} UK Foreign Secretary says ousting of Col. Gaddafi was a tragedy

I think you know this Boris Yeltsin (Johnson) is an arrogant animal who was quite close to David Cameron, the former Conservative Prime Minister of Britain. Question is; why did he not prevailed over his Conservative party leader to stop such human and security tragedy?
