I am very happy too.
The man to actually thank for municipal development is the former
Commissioner for Urban Development Mr. Samuel Mabala who had the
ability to convince the idea and negotiate these deals with the
funders the World Bank for a project termed as Uganda Support to
Municipal Infrastructure Development (USMID) Program
Wherever the project has been implemented it has been an instant success!
Then you have to be greatful too for that small team in the Ministry
of Lands, Housing and Urban Development that have tried all they could
to implement the program without doing what the rest of Ugandans
normally do – stealing!
Now the biggest issue and may be a question we have to ask our
government and indeed ourselves is, what has Uganda and the ruling
party NRM learnt from those projects?
Can we develop our towns without the Americans or Europeans directing
that development?
And why hasn't NRM taken on all the amount of information generated by
these projects and ideas we have inked in these forums about urban
development and do the same elsewhere?
That is a very crucial question!
