{UAH} SOME STATE AGENTS MAY ALSO DOBULE AS REBEL AGENTS
NAKAWA KIDNAPPERS MAY ALSO DOUBLE AS REBELS
On Friday evening November 10th, l was on Dream TV's weekly talk show,
from 9.oo to 10.00 pm, "Tusiime eggwanga" moderated by Apollo Tusiime.
L was with M/s Janet Rutaboba, one of the NRM unsung Histrocials.
I said that I covered the commission of inquiry into the violation of
human rights from October 9th 1962 to January 25th 1986. The was one
characteristic of some of the kidnaps and murders. Whenever the was a
lot of drama for showing off, which used to attract international
media like BBC, then later it was found out that State Research Bureau
operatives were also doubling as rebels.
Such cases include the kidnap of Chief JUSTICE Benedicto Kagimu
Mugumba Kiwanuka in 1972, the that one of Foreign Minister Col.
Michael Ondoga in 1974, trhen that of Arch Bishop of Uganda, Rwanda,
Burundi and Mboga Zaire, Jenan Luwum.
Ion some of these and other incidents, the ex rebels who were now new
ministers in UNLF Government, like the late Dr. Andrew Lutakome
Kayiira, started claiming responsibility for some of them, justifying
that they wanted to taint Amin regime's image internationally.
So, when at the beginning of this week, l operatives, who are said to
have tipped off journalists to lively cover their operation, from
Nakawa Court premises to Spear Motors round about, Jinja Road, then
suspected that if they were not impressing their superiors, they were
working for an enemy force, for there were many other ways they would
have rearrested the suspects that had been given court bail, without
creating such commotion that was similar to kidnap of BENK Kiwanuka
and Michael Ondoga.
As for medical doctors strike, the constitution grantees them that,
like other workers, but the framers of our national constitution were
selfish, as potential MPs. They created a powerful parliament which
determines its privileges including emoluments which has made other
government officers envious of it. Worse still are originally donor
funded agencies like Uganda Revenue Authority, Uganda Investment
Authority, Kamala Capital City Authority, Uganda National Road
Authority, where CEOs and their staff salaries are so exorbitant.
By the time 9th parliament expired a constitutional proposal for a
Salary Review Commission had been tabled and was saved It is awaiting
allocation to a relevant committee.
Then in August the President directed Ministry of Public Service to
come out with a mechanism, in a three months time, for harmonizing
salaries of public officers. It is supposed to submit to Prime
Minister any time this month.
So the President should interface with the medical workers and
persuade them to return to duty as Public Service Ministry and
Parliament come out with a solution.
I have repeated the same position on Radio SImba's Gasimbagane ne
Bannawulire program Saturday morning Novermber 11th 2017, from 10.00
am to 12.00 noon, moderated by Evans, where l have been with Siraje
Lubwama, a veteran journalist, and Charles Rwomushana a former RDC and
intelligence officer.
