"Were they serving the Speaker or they were serving Kadaga? The court might have known that it was impossible to serve the Speaker at that time. I think the court hoodwinked the MPs," he noted.
When the legislators appeared at parliament with a court order, two of them [Medard Ssegona and Wilfred Niwagaba] were arrested and locked away.
The rest of the group was blocked from accessing the speaker with the argument that they could not serve her an order in the precincts of parliament.
"When MPs were debating yesterday, there we certain things they pointed about including secession — and that is a red flag," Mayengo said on Thursday morning.
According to Mayengo, several African leaders have failed their countries after independence.
He says the most important implication is the need for review of the entire constitution.
"I would wish to see the power of amending the constitution removed from Parliament to people," he suggested.
He said the 1995 Ugandan constitution has very many sick areas.
"The amendment on land is also somewhere hiding — or maybe it didn't require as much urgency as the age limit," he noted.
Once the land bill is passed, government will have the authority to seize private land and use it for developmental programmes.
