Minister for Kampala Beti Kamya has blocked Lord Mayor Erias Lukwago's trip to a World Bank conference in Malaysia.

The conference, the ninth session of the World Urban Forum will happen in Kuala Lumpur, Malaysia, from February 7 to February 13.
Lukwago received the invitation from UN Under-Secretary General and executive director UN-Habitat Dr Joan Clos on December 19.
The World Bank also sent Lukwago a visa and a ticket and asked KCCA to pay $1,800 for the mayor's accommodation and per diem.

But Kamya wrote to KCCA executive director Jennifer Musisi ordering that Lukwago be blocked.
"…for that matter, his worship the Lord mayor Erias Lukwago isn't cleared to travel to Malaysia," Kamya wrote on January 06.
Kamya is not giving any reasons for blocking Lukwago.
She simply assigned Kawempe Division mayor Emmanuel Sserunjogi to 'stand in for' Lukwago.
There has been bad blood between the two city heads with Kamya reportedly planning to throw Lukwago out of Kampala mayor position.
