{UAH} YKM: Please retire IGP Kayihura, Ministers Tumukunde, Janet Museveni and the UNEB leadership in public interest

The police is reeling from allegations that it is actually a rogue police-surprise, most African police are -rotten with thieves and crooks.  In his usual style, YKM has not spoken out about the despicable ongoing within the police. Again surprise since it is led by one of his golden  generals.  On the other hand the minister of Internal security -representing the Janet Museveni wing in govt-is too recruiting rogue elements in security elements under his ministry to, surprise undermine the police and make IGP Kayihura look weak. 


 Meanwhile  UNEB witnessed massive exam leaks which UNECB acknowledged, but did nothing. For example, why did not UNEB reactivate plan B or C and replace the leaked exam with emergency papers. We used to be told that UNEB has 3 sets of exams just in case. If there was a case where emergency papers-usually tougher-were to be delivered, it was this past exam circle.  the minister in charge of Education Mrs. Janet Museveni said NOTHING kabisa.  UNEB went ahead to offer the same leaked papers.  If need be UNEB should have changed the timetable for the leaked exam to buy time to set or activate news exam papers. 


Which brings us to the storage of exam papers. Where did the leakages emanate from?  Was it within UNEB? Are exams papers still store in policy armouries as was the case in the past?  If so can rogue police be trusted to secure exam papers?  Of course there are a few good police officers within the force but they are the exception rather than norm.


Ugandans should emulate what Dr Matiangi  did in Kenyan where exams leakages were far worse. Matiangi  changed exam storage procedures and introduced consigners at DC and assistant DC's offices where exam papers are stored away from police stations. And he made sure there is a chain of custody. The containers have two  different locks, with keys kept by DEO /Assistant DEOs and DC/assistant DC.  Individually they cannot open the containers. Moreover, the containers must be opened in the presence of head teachers as they pick up their exams.  Folks, Minister Matiangi and other cabinet ministers could be seen in the middle of the night/early morning supervising container's in far flung corners of Kenyans.


Matiangi's leadership restored sanity and credibility in Kenyan exams. There are  Matiangi  A's, B, C, and even D which are very  few.  For instance , in 2016  there were only 141 Straight A's for KCSE. In 2017, one more,  142As. Parents cheered. Of course self serving politicians including many opposition big wigs attacked Dr Matiangi for ensuring sanity and ending leakages  Poor parents cheered because for the first time in many years, exams reflected the true abilities of the students. 


Dr Matiangi was moved from Education to head the hottest of all potatoes, Interior.  The wish of Kenyan parent would have been to see Dr Matiangi retained in Education.  His slot at education was taken over by another trusted and capable minister, Mrs. Amina Mohammed the immediate former foreign Minister.  She may do fine given the high bar set by Dr Matiangi.




YKM should do retire the said officials in public interests. They have failed and failed miserably. Sure YKM can find another Mufumbira and two Bahororo to take their spots.
