Government: CSOs Must Disclose Expenditure Of Funds, Denounce Foreign Interests
Report: Most CSOs Think Change Means Removing Museveni
Government spokesperson Ofwono Opondo has challenged Civil Society Organizations (CSOs) to disclose how they spend the funds they acquire from donors that Uganda seems to be looking at with suspicion.
Speaking during a dialogue on Civil Society influence on political and policy reforms in Uganda held at Protea Hotel in Kampala on Thursday, Opondo wondered why CSOs have failed to become accountable yet they they always want to criticize government over transparency.
"These Civil Society Organizations who always talk about accountability, why have they failed to disclose their expenditures to the local people they claim to work for?" asked Opondo.
He also accused CSOs of use of foreign politics.
"Majority of these Civil Society Organizations have brought in foreign politics which contains violence thinking that they can take over leadership," said the government publicist.
Recently, three-decade president Yoweri Museveni attacked CSOs for lack of an ideology and for trying to fight his National Resistance Movement (NRM) government.
"What is the creed of the other political parties and other groups, including the so called civil society, in relation to Uganda, to Africa and to our survival as the free peoples of Africa? These groups try to use the media to undermine the creed of the NRM and discredit its action points," argued Museveni.
"What is their creed and why? Our creed and action points are in order to ensure the prosperity and strategic security of the Africans so as to ensure their survival as free people."
Museveni further claimed that CSOs were funding his opponents, with the help of enemy governments.
"The so called civil society that are funded by foreigners, including foreign Governments, are definitely part of the Comprador bourgeoisie that should not be allowed to meddle in our politics," noted Museveni.
"They have, however, been heavily involved in our politics, even daring to fund local traitors to try and disorient our political direction."
The Thursday dialogue was organized by the Public Policy Institute (PPI).
PPI's Yusuf Kiranda delivered a report on Civil Society Influence on Political and Public Reform in Uganda.
Kiranda alleged that "some Civil Society organizations think that supporting the opposition political parties will help them overthrow the government in power".
"We have discovered that some Civil Society Organizations think that to have change in the country is to take away Museveni — which is not right," claimed Kiranda.
He also challenged CSOs to be transparent.
"As we request the State to be more transparent, we must also challenge the Civil Society to be more transparent too."
