Tension gripped the commission of inquiry into land matters at the Achieve and Records centre in Wandegeya today when the commission investigators arrested their own staff who has been spying on them and leaking information to land grabbers especially government officials.
Wilfred Nsubuga was arrested on a tip given to the commission's detectives, "we have invested a lot of time and money to get you when we learnt that we had a rat leaking our classified and investigated information to land grabbers, we got you Mr. Nsubuga," Daglous Sigiza the commission's secretary who was among the team which arrested Nsubuga said
One of the detectives who arrested Nsubuga revealed to the Grapevine that he (Nsubuga) has been leaking the commission's whistleblowers' information to land grabbers especially in the government. He said that after the government land grabbers received the information, they would harass the whistleblowers and many have lost their jobs. Our credible source within the commission revealed to us that last week, they were ordered by their bosses to make sure that they get the person who has been leaking their classified information to land grabbers. He said that from then, they started spying on each other.
"There was an attack to our neighbors at the National Land Information Centre where operatives from Internal Security Organisation (ISO) attacked the centre with a mission of breaking into the lands computerized system. They were working on orders of one of the lands Minister who was targeting the strong room to take away some evidences pinning him on the way he has been grabbing people's land," the detective, who requested us not reveal his name told the Grapevine.
He said that it took the intervention of president Museveni who ordered ISO boss Kaka Bagyenda to withdraw his boys immediately. Museveni intervened after Prime Minister Ruhakana Rugunda failured to stop the raid. It was Persis Namuganzi, the junior lands minister who called Museveni seeking for his assistance. By the time Namuganza called Museveni, most of the National lands Information centre employees were under arrest and detectives were on their necks to surrender the strong room keys to them. Godfrey Seremba the under secretary at the system centre was the one with the strong room keys.
Seremba first called Chris Baryomonsi the housing and urban development minister but he refused to intervene in the matter. Seremba later called the lands minister Betty Amongi but she was not picking her phones, he later got Namuganzi who immediately intervened by calling president Museveni. It is reported that Museveni ordered Kaka to withdraw his boys immediately and informed him that he is not supposed to do such things. A source told this website that Kaka told Museveni that he was working on Amongi's orders who told him that there was a lot of crime going on at the information centre.
Since then detectives have been watching Nsubuga closely after suspicion against him rose when the Commission's privileged secrets were being leaked to supposed witnesses before they could even be summoned to respond. "I am also not friendly to cameras but we have information you have been spying on us," the Commission Secretary Dr. Douglas Singiza told Nsubuga during arrest.
When Journalists reached out for his comment Dr. Singiza confirmed that Nsubuga had been arrested, "but we are still investigating. We will give you details." Nsubuga was handed over to police for further investigation. The police together with commission's detectives also raided Nsubuga's home and thoroughly searched it.
The sources further revealed to the Grapevine that they discovered good evidence which they will use to prosecute Nsubuga. Nsubuga had been part of the Commission Information Technology (IT) experts who have been conducting computer forensic investigations in respect to soft copy documents.
Nsubuga is part of the newly co-opted group of investigators after the first group was disbanded over allegations of misconduct. Sources within the Commission revealed that about a month ago, the Commission had to dismiss some of its investigators who they suspected for were taking bribes from some of the tycoons who have profiteered from land grabbing and government compensation as project affected persons.
It is said that Nsubuga has been in touch with Lands Minister Betty Amongi who was allegedly reported to the president by the commission for messing up the lands ministry for pursuing her own person agendas. It is reported that the commission has been planning to use the evidence it got on Amongi to pin her on messing up the ministry.
Sources in the commission further told this website said that they suspect that this is the reason why Amongi connived with ISO boss Kaka to 'steal' evidence which the commission would have used from the strong room to expose her before her boss the president. Amongi is expected to return to the commission for quizzing over another separate piece of land. Other government officers who Nsubuga has been in touch with are General Duties minister in the office of the Prime Minister Hillary Onek who was summoned to appear before the commission on allegations of threatening witnesses and insulting the commission's status.
This website has been reliably told that the Commission's chairperson Justice Catherine Bamugemereire is going to summon ISO boss Kaka very soon to testify before her commission on why he ordered his boys to attack the information centre.
