You had a lot of interesting ideas on SIM CARDS when Kayibanda demanded that all Ugandan SIM CARDS had to be registered by a certain date. Could you revisit the subject again, focusing primarily on the terrorist angle. As you can see, the Sim card was a very vital asset that the Muslim terrorists used in perpetrating the Riverside attack. How can the system be tightened up to prevent  terror attacks or to enable early identification of culprits after the event?
