{UAH} Government unveils plan to construct public toilets on highways

On its face, this idea sounds assuring, as it's presented as the solution to our long, shameful condition that has perpetually embarrassed travelers on Ugandan highways. 

Had our transportation planners been worth their titles, rest stops would have been created and spread along every highway in the country. Instead, travelers have been forced to visit the bushes, with all the dangers lurking out there : snakes, insects, poisonous leaves, you name it. 

Petty entrepreneurs saw an opportunity to make a killing: they dug some shallow pits near in roadside food areas, threw in banana leaves to provide some privacy around the pits, and started charging travelers. 

Trouble is, the pits soon overflow, and without any sewer collection system, the waste becomes flood, and diseases come up next.

What I would recommend for the government is to set rest stops at an interval of 100 miles on all highways, and bring in portable toilets. 

Each rest stop would be supplied with four toilets, equally distributed between the genders. The portable toilets would be drained twice a week.

Besides taming air borne diseases, portable toilets would create jobs: - to the manufacturers, attendants, waste management crew, etc. Transportation companies would pay monthly fees to the government - they could grandfather the fees to the fares - to meet the cost of running these facilities, so travelers do not have to pay extra money.

So, the government would solve a host economic and health problems with one stroke.
