Here is the FDC political programme. It is a bit threadbare and simplistic, but it is a start. Why cant Bob Wine come up with one, even if it is simpler than this one? How can you ever hope to win or capture state power without a political programme? Is Bob Wine contemplating a Military Coup scenario where soldiers suddenly find themselves in power without having a single clue what to do with the power, apart from defending it and  chasing and killing the people they have overthrown?

At the bottom, you will find the programme of the National Democratic Front of The Philippines as a guide on what a political programme is. The National Democratic Front  was partly responsible for the  People Power Revolution in the Philippines in 1986 which overthrew the regime of dictator Ferdinand Marcos, which I witnessed,  so I am in a position to review Bob Wine's comical attempt to recreate these revolutionary and momentous events in Uganda. .At the minute,  Bob Wine's "people power" bears no resemblance whatsover to the real thing, which took place in the Philippines, Indonesia, South Africa  and in other countries. In fact it is an apparition or bastardisation of what "people Power" symbolises in national democratic struggles. The principal weakness of Bob Wine's organisation and efforts is that it is not led by intellectuals and responds to the transient and  basic  emotional moods of the lumpen proletariat and urban poor, primarily in Buganda, and it is therefore incapable of building up a national democratic consensus and follow-up resistance against, much less overthrowing  the fascist regime.

WAFULA OGUTTU: OUR POSITION AS PEOPLE'S GOVERNMENT ON POLITICAL TRANSITION.

This is our focus for the immediate future.
After Museveni, we must have an all inclusive Transitional Administration for at least five years within which period, we must among other undertake the following tasks :

1. Review the Constitution.

2. Rebuild and strengthen State institutions and political Parties

3. Heal the country by carrying out truth telling, justice and reconciliation

4. Organize free and fair elections as required by our Constitution.

For the elections, we propose that the three top most leaders, i.e., Head of State and Government, the Deputy President and Prime Minister must agree publicly and sign it off accordingly that they will not contest for any elective public office in the general elections organized by the Transitional Administration.

THE NATIONAL DEMOCRATIC FRONT OF THE PHILIPPINES.

The National Democratic Front is committed to the Filipino people's revolutionary struggle for the completion of the national democratic revolution through people's war. This national democratic revolution is of a new type because it is led by the working class and has a socialist perspective.

The NDF seeks to promote the unity, cooperation and coordination of all patriotic and progressive classes, sectors and forces in order to fight for national liberation and democracy and overthrow the oppressive and exploitative ruling system. In promoting national unity, the NDF pursues the revolutionary class line in the united front. This requires the activation and strengthening of the working class leadership, the basic worker- peasant alliance, the basic forces of the revolution which include the urban petty bourgeoisie and the positive forces of the revolution.

At the moment, the NDF is the formal united front of the organizations of the basic forces of the revolution, i.e., working class, peasantry and urban petty bourgeoisie. The allied organizations within the NDF make agreements among themselves according to the principle of consultations and consensus. They enjoy independence and initiative, with due respect to such relations as may obtain between any of them. In this regard, the New People's Army is under the absolute leadership of the Communist Party of the Philippines.

The principal way to strengthen the NDF is for all the allied organizations within the NDF fold to strengthen themselves through mass work in their respective spheres. Consequently, the consultative conferences and leading councils of the NDF can have powerful support at various levels. Further on, the leading councils can form staff committees through the executive committees in order to perform important work. The NDF is ever ready and willing to cooperate with all patriotic and progressive forces and individuals that are outside of the NDF in order to broaden and strengthen national unity and advance the national democratic revolution.

The most important responsibilities of the NDF include the promotion of national unity for the revolutionary struggle within and beyond the current composition of the NDF, representations and pronouncements on behalf of the revolutionary forces upon their authorization and paving the way for and supporting the organs of the people's democratic government at various levels.

The National Democratic Front hereby declares its 12-point Program. We offer it to the Filipino people, to be their guide and rallying point, as they fight for an independent, democratic, just, prosperous and progressive future.

Program of the National Democratic Front of the Philippines

The NDFP's general program for national liberation and democracy seeks to provide a broad basis of unity for all social classes, sectors, groups and individual Filipinos here and abroad desirous of genuine national freedom and democracy, lasting peace and a progressive Philippines. 

  1. Unite the people for the task of overthrowing the semicolonial and semifeudal system through a people's war and completing the national democratic revolution.

  2. Prepare the way for the establishment of a people's democratic republic and a democratic coalition government.

  3. Strengthen the people's army and a defense system.

  4. Uphold and promote the people's democratic rights.

  5. Terminate all unequal relations with the United States and all other imperialist powers and other foreign entities.

  6. Implement a genuine agrarian reform, program, promote agricultural cooperation, develop rural production and employment through modernization of agricultural and rural industrialization, and ensure agricultural sustainability.

  7. Dismantle the dominance of the US and other imperialists and the big comprador-landlords over the economy, implement a program of national industrialization, and ensure an independent and self-reliant economy.

  8. Implement a comprehensive and progressive social program.

  9. Promote a national and progressive people's culture.

  10. Uphold the rights of the Bangsa Moro and Cordillera peoples and other indigenous peoples to self-determination and democracy.

  11. Advance the revolutionary emancipation of women in all spheres.

  12. Adopt an active, independent and peaceful foreign policy.
