{UAH} Anite’s dismissal of UTL boss uncalled for

The State Minister for Investment, Ms Evelyn Anite, recently said government had encountered considerable difficulty dealing with Mr Twebaze Bemanya and completely lost confidence in his ability to continue serving as an administrator.

The minister asked Mr Mwesiga Rukutana to apply to the court for orders to replace Mr Bemanya. Mr Rukutana said Ms Anite has no supervisory powers over the UTL administrator. Later, state minister for Planning David Bahat said he supports Ms Anite's move irrespective of the Attorney General's response. One of the Attorney General's role is to represent government. Meaning that crucial matters which are legal in nature must be applied by the minister on the advice of the Attorney General.

When it comes to formation of an organisation or company, it has to prove to the Registry that it is composed of institutional structures. If Mr Bemanya had been subjected to the disciplinary team with a resultant resolution spelling out his removal but had stubbornly refused to vacate office, then Ms Anite's decision would have been called for.
