What is amazing with Uganda's type of criminality - is that virtually
all society strata are in way or the other involved in some sort of
criminality.
Priests are stealing from the congregation
Politicians are stealing from the poor
The poor are stealing from themselves
Law Enforcers and Judiciary are stealing from everyone
The rich are stealing from the poor.
how can we localise this structure - and surprising so , in some
sections of our society stealing for example is legitimate for self
and community enrichment, so long as it is outside their circles!
the common denominator is money.
