{UAH} Inside Kagame’s Dangerous Trap to Manipulate Felix Tshisekedi to Annex Minembwe, Eastern DR Congo

New details have emerged about how Rwandan president Paul Kagame is manipulating Congolese president Felix Tshisekedi with the main aim of annexing the mineral reach Eastern DR Congo into Rwanda.

This is contained in a dossier authored by Ngbanda Nzambo-ko-Atumba a Congolese politician, ambassador and then minister at the time of the presidency of Mobutu.

According to Ngbanda, the Kagame machinery to grab Kivu is now putting Tshisekedi to materialize and that the two have since opened negotiations on how to destroy Minembwe which is considered the home of the Banyamulenge of the Tutsi origin from Rwanda.

This has long been spearheaded by Azarias Ruberwa during his recent stint at the head of the strategic ministry of "Decentralization and Reforms". Institutional ".

"This ministry, let us recall, was designed practically to measure by the Tutsi-power with the mission to break up the national territory to predispose it to balkanization. And Azarias Ruberwa did his job well before taking over the acting role at the Ministry of Justice to handle the claims of the electoral fraud of December 30, 2018". Writes Ngbanda.

He adds that "Our networks within the patriotic forces that are resisting in eastern DRC have alerted us to the progress of the very stormy negotiations that a Rwandan Tutsi delegation led by Azarias Ruberwa had with Congolese indigenous people in the region".

"The national press did not echo it. However, it is since Saturday, June 15, 2019 that a delegation of 10 Rwandan Tutsi has been staying in  Kiromoni ,  Karibu Motel in Kantintima, South Kivu . This Rwandan Tutsi delegation was led by Azarias Ruberwa accompanied by the influential members of Tutsi-power including Moses Nyarungabo and the Generals Bisengimana and  Masunzu!

"This meeting took place with the delegates of the indigenous Congolese ethnic groups of the region. These included the  Warega, Wanyindu, Wafuliru, Wabembe and Wavira ethnic groups. Each of the ethnicities mentioned had two delegates to the negotiations. And if the Rwandan community has had to negotiate with these Congolese ethnic groups, it is because they are all fiercely engaged in the resistance struggles that are currently raging in Minembwe to oppose the Rwandan battalions that come from there" He adds.

"To arrive to install and protect thousands of people coming from Rwanda to accelerate the process of Rwandanization of the nascent commune of Minembwe. And in recent days, the valiant troops of the Congolese resistance have inflicted heavy losses on the Rwandan invasion forces who did not expect such resistance from the Congolese".

"The Congolese may not know it, but the battle of Minembwe is decisive for the success or failure of the Rwandan plan for the balkanization of the DRC!

Thus, at the first meeting of 15 June, from the beginning of the meeting, Azarias Ruberwa took the first floor to ask for an examination of the conditions for stopping hostilities in Minembwe because, he, "  these clashes cause a lot of losses among our men "

"Following this request, a Congolese delegate took the floor and dryly replied to Ruberwa: " We have enough with you Rwandans! You are responsible for all these troubles in our region. And you Ruberwa especially, you are the leader of the Rwandan militia raging in the highlands of Minembwe. We ask you only one thing: go home to Rwanda! "

"The debate began. And Ruberwa replied:  We are Congolese.  Indignant, one of the Congolese delegates retorted:  Who is your Mwami and where is your territory?  Stuck, Ruberwa kicked in and promised that his delegation would bring their specifications the next day. After this frontal shock, this first meeting turned very short and ended in a fishtail".

"The next day Sunday, June 16, the Rwandan Tutsi delegation brought its specifications. But from the beginning of the meeting, Ruberwa's phone rang, and after his meeting with his mysterious correspondent, Ruberwa informed the assembly of delegates in the meeting that he had just been informed of the burning of the two villages of "Banyamulenge" by the Mai-Mai! Truth or staging "

"However, following this fortuitous information, Ruberwa decided that we could not continue to negotiate until the killings continued in their families. He therefore asked the Congolese delegates in the room to call the Mai-Mai fighters on the front line to persuade them to stop firing. But the Congolese delegates categorically rejected this request! Instead, they reminded Ruberwa of their position expressed the day before",

"We clearly told you yesterday that there is only one solution: go home to Rwanda!"  Faced with the intransigence of the Congolese delegation of Rwandan-Tutsi irritated left the meeting room.

"After several days of long and difficult debates, and under the pressure of the political and military authorities of the region on the Congolese delegates, the members of the meeting signed on 28 June 2019 an "Act of Engagement between the Communities living in the highlands". Trays of the territories of UVIRA, FIZI and MWENGA / Sector and ITOMBWE"

"But it is the analysis of this document which pushed me to address you, because it reveals and confirms the scale of the crimes committed by the Rwandan invaders, falsely called "Banyamulenge", on the Congolese ethnic groups for the sole purpose of seizing their lands. Indeed, in their claims recorded in the signed Act of which we present below some important extracts, the Congolese communities particularly that of the Babembe, denounced and claimed"

"These ten demands of Congolese indigenous communities in the East, made directly to Rwandan delegates before local political, administrative and military authorities, show that the crux of the crisis in our country is the problem of the occupation of the country. Our lands by the Rwandan people through fraud and violence. This explains the fact that the demand for the suppression of the municipality of Minembwe appears, as we note, at the top of the list of all the demands of Congolese communities in the region".

"The second concern of the Congolese communities concerns the violent methods of communities of Rwandan origin that proceed by targeted killings of Congolese customary chiefs, make their bodies disappear, and then grabbed by the land belonging to the Congolese communities who are hunted in the forest. That is why the Congolese communities demand that the bodies of their customary chiefs be returned to them".

"Whenever we alert national and international opinion of the real origin of the conflict that comes from our lands occupied by Rwanda, Tutsi lobbies in the international media organize a lifting of the shields to shout to "xenophobia" only in the purpose of stifling the truth. This is why we have chosen this time to present directly to the national and international opinion the authentic document co-signed by the Congolese and Rwandan delegates, and in which the indigenous Congolese communities pose themselves clearly occupation of their lands and targeted killings of their customary chiefs by Rwandan nationals falsely called "Banyamulenge"

"The third concern expressed by the Congolese communities in the East is the unfair treatment they receive from the Army, the Police and the local administrative authorities: they only track local Congolese forces who are defending themselves "While the Banyamulenge continue briskly to cause terror and desolation to our communities."

This discriminatory treatment is explained by the fact that this whole region of the Republic is managed militarily and administratively by the authorities of Rwandan origin or Rwandan obedience! That is why, in this signed Act of Engagement, the Congolese communities are calling for that all elements of FARDC and PNC from Kivu be replaced by elements of the Republican army not from eastern DRC! If the Congolese communities demand this replacement, it is because in reality, almost all the military and police officers who have been operating for two decades in Greater Kivu are all from Rwanda! And contrary to the military regulations, all these Rwandan Tutsi soldiers within the FARDC refuse any assignment outside Kivu, in the other regions of the Republic".

"In their demands expressed in the Act of Engagement, the Rwandan community, self-proclaimed "Banyamulenge" for the occasion, made three recommendations"

"Stop the coalition politics of all against one that is reflected in different encounters, even the present, and which also extends into alliances with foreign armed groups;"

"Stop the globalization of individual facts and the demonization of our community"

Avoid politics to distort the history of our community

As can be seen, in the face of all the serious accusations made by the Congolese communities in charge of the "Banyamulenge", the latter in their replies rather expressed their concern at the unity and solidarity that exist between the Congolese indigenous communities against them. as long as invaders and foreign aggressors. This is why, faced with this unity of Congolese, Tutsi-Rwandan hegemonists resort to corruption to exploit a few different Congolese communities to oppose them to each other. This gives them the opportunity to make believe in an interethnic crisis essentially Congolese.

For two decades, I have been denouncing the danger of the occupation of our country through books, articles, interviews and conferences. Some Congolese compatriots even reproach me for doing too much! I have alerted the Congolese people since 2004 about the project conceived by Paul Kagame on January 6, 2004 in Kigali. Through this project, Kagame charged Azarias Rubrwa, then Vice President of the DRC in charge of Defense, to delegate the creation of the territory of Minembwe in Kivu in the DRC "to allow Rwanda to take control of Lake Tanganyika and the Lake Kivu, and to control all the minerals in the province of South Kivu "(sic) The photocopy of the document is produced in the appendix of my book Crimes organized in Central Africa on page 435. Today, 15 years later.

"Know that certain stages of the process of balkanization of the DRC that Kagame and the Tutsi-power lobby hesitated to cross yesterday for fear of the reaction of the Congolese today, with the presence and complicity of Felix Tshisekedi who acts as a puppet and Kagame and his brothers, I said, are no longer afraid to cross them in the open".

"Today, Kagame continues to release, in agreement with Felix Tshisekedi, battalions of the Rwandan army on our territory under cover of military cooperation. Kagame has just inaugurated  Congolese gold processing plant in Kigali. And this factory is built in the perspective of the entry of the DRC into the East African Community. For, if Kagame ordered Felix Tshisekedi to urgently formulate the DRC's application for membership in this economic community, it is among others with the intention of legalizing the plunder of Congolese gold through the presence of DRC in this macroeconomic and regional framework. And all the other Congolese products and ores, especially coltan, are in the sights of Rwanda to undergo the same treatment".

"Today, in Ituri, the security situation has become more serious than ever! On 26 June, MONUSCO's Deputy Commander, General Bernard COMMINS, made an important statement that went unnoticed by politicians in Kinshasa: he announced the appearance in Ituri of an unidentified armed group and that he himself did not dare to qualify or define. He was content to point out in his comments that he was "an instigator of unacceptable violence ". However, General Commins said it was not this time a fratricidal ethnic war between the Lendu and Hema ethnic groups, because in this new form of violence in Ituri, "all Congolese tributes are attacked.". This suggests that these forces came from outside. And this new threat is all the greater as the Deputy Commander of MONUSCO believes that the gravity of the security situation currently prevailing in Ituri far exceeds that which prevailed in 2001 and 2002, and which at that time the intervention of the armed force of Europe, "ARTEMIS"

"That is why I said it and I repeat it. The danger that Felix Tshisekedi represents for our country, today and tomorrow, is by far greater than that represented by Joseph Kabila, his ally. Because thanks to the role of mask and shield played by Felix Tshisekedi at the top of the Congolese institutions today, Paul Kagame and the Tutsi-power have the latitude to accelerate their plan for the balkanization of the DRC and the annexation of Kivu in Rwanda without discovering or exposing themselves to the anger of the Congolese and to the reactions of international opinion. Congolese must understand that this Kabila-Tshisekedi coalition is a dangerous trap and represents a big threat to the country and the Congolese nation as a whole.

"We must unite to stop this concubinage between Felix Tshisekedi and Rwandan Paul Kagame! And for that, we must first and foremost put an end to the iniquitous institutions of fraud, lies, aggression and the most heinous crimes against humanity. We must mobilize our people for this fight".

"That is why we are sending our message of support to the true Congolese patriots who are fiercely resisting the occupation forces from Rwanda to occupy the eastern part of the Republic. We invite the indigenous peoples of the regions concerned not to let go of this resistance struggle against the invaders. However, we urge them not to give in to the demons of indiscriminate violence that kill innocent civilians! We ask them to attack only armed enemy groups and not peaceful civilians. We ask the 80 million Congolese to give their patriotic support to all our brothers who are in areas already occupied by barbarians, and who fight with means of edge to defend the land of their ancestors. We call on the patriotic conscience of all Congolese and Congolese to rise as one man, to stop the powers of evil who want to kill the Democratic Republic of Congo
