{UAH} Kadaga: “When you don’t steal in this country, you are looked at as a fool

What do you make of this self-serving and insenstive statement by Kadaga. She says she has fewer  property than people who have worked for only two years, but this includes a 100 bed 3 star hotel in Iganga or Jinja. Her salary as speaker is not enough to build such a huge hotel, so how did she acquire her wealth if she didn't steal?
